Die durch zunehmende ökonomische und politische Liberalisierung und technische Entwicklungen vorangetriebene Verflechtung der Gesellschaft, welche von vielen kurz mit "Globalisierung" verschlagwortet wird, wurde in der ursprünglichen Ausgestaltung der UN kaum hinreichend berücksichtigt. [...] In einer Welt der globalen Märkte und zahlreicher global agierender und kommunikativ vernetzter Unternehmen und NGOs sehen sich sowohl staatliche Entscheidungsträger als auch internationale Organisationen zunehmend überfordert, Regelungen für eine gedeihliche Entwicklung der Globalisierung festzulegen und durchzusetzen. Das operative Dilemma liegt zum einen in der geographischen Dimension. Da sich privatwirtschaftliche Akteure und deren Handeln zunehmend über Ländergrenzen hinweg bewegen, können Lösungen auf nationaler Ebene keine Antwort sein. Eine weitere Herausforderung liegt in der Reaktionszeit - also der zeitlichen Dimension - und der begrenzten Wissensbestände der traditionellen Regelungsinstanzen. Darüber hinaus ist es die zunehmende Komplexität der Verflechtung einer sich immer weiter differenzierenden Gesellschaft, welche die bekannten Hierarchien überfordert, da Entscheidungen häufig "quer zu etablierten bürokratischen oder disziplinären Einteilungen verlaufen."
