We show that the QoS requirements of real-time traffic can be satisfied if the input traffic is properly regulated. Then, we propose a call admission and rate control framework that operates on the basis of the delay analysis and the channel busyness ratio, which can accurately represent the network status. The framework has been shown to support strict QoS requirements of real-time traffic and at the same time achieve high channel utilization by allowing best-effort traffic to fully use the residual bandwidth.
